Withdraw the proposed amendments of the Draft EIA notification 2020

Environmental Impact Assessment or EIA is the process or study which predicts the effect of a proposed industrial/infrastructural project on the environment. India's new EIA draft has been widely criticised for its problematic changes in rules. Experts say most of the provisions in the new draft of EIA proves to be a regressive departure from the earlier version. The public feedback window for the new EIA draft has been now extended till August 11th by the Delhi High Court.(INPUT FROM THE HINDU )

The problems reported are:
1. Post Facto clearance
2. No information for "Strategic" projects in Public review. 3. Bi-yearly compliance reports to Yearly compliance 4. Public Hearing removed from many important industrial and Construction projects. 5. Time of Public Hearing notice reduced to just 20 days 6. Construction projects don't have to get clearance upto project with area less than 1.5 Lakh sqm 7. Most absurd: Reporting can't be done by citizens. It can only be done by Govt approved party, client of Govt itself. In case the project proponent does some disobediences from EC norms they should come out by themselves and pay the fine otherwise if govt. Finds out they will double the fine. 8. The season for monitoring is reduced to just 2 months. Earlier it was 3 months.

Consider reissuing the draft only after health conditions related to Covid19 and civic life is normalized across the country. 3. Ensure that there are widespread and informed public discussions on the implication of these amendments. 4. A full disclosure of the nature of comments received and the reasons for acceptance and rejection of these comments, prior to the issuance of the final amendments. We do hope that the environment ministry will uphold its obligations towards informed public participation like the commitment to Principle 10 of the Rio Declaration and also the Principles of Natural Justice, while taking a considered view on the proposed amendments to the EIA notification, 2020. The new draft Environment Impact Assessment (EIA) 2020 proposed by the Union government is a regressive departure from the 2006 version that it seeks to replace. It is an attempt to weaken environmental regulation and silence affected communities.

Dear Sir,
I request the environment ministry to reconsider the proposed amendments of the Draft EIA notification 2020. and withdraw it.There should be stringent provision for a citizen level evaluation before the implementation of every project.Post project verification is not enough and will only help in destroying environment further. Please try reissuing the draft only after conditions related to Covid19 and civic life is normalized across the country because it should be ensured that widespread and informed public discussions take place on the implication of these amendments. Now a days most people are engaged with the horrible task of keeping themselves safe during the tomes of a pandemic. The nature of comments received and the reasons for acceptance and rejection of these comments, prior to the issuance of the final amendments should be fully revealed and published. I submit again that the environment ministry will uphold its obligations towards informed public participation like the commitment to Principle 10 of the Rio Declaration and also the Principles of Natural Justice, while taking a considered view on the proposed amendments to the EIA notification, 2020.
